·   Created and implemented a 10 year resource loaded schedule Primavera P3, $150 million Timberline Assembly’s estimate and cost control system (Micro frame) for decontamination/demolition/decommissioning a DOE facility in Ashtabula, Ohio.  As this development was in process we maintained then existing program for project controls and reporting.  Also developed several estimates for utilizing new cleanup technology such as, Soil Washing, Metals Wicking and Planting Various Crops to serve as a wick for heavy metals.

·  Assisted in establishing a Project Control (P2) system for the Engineering Dept. that created achievable milestones integrated with Modifications Org. (P3), Startup Org. (P3) and Plant Maintenance Org. (MTS) to allow budget, material & engineering to be in place at required time of work implementation to successfully complete the project in the established time frame & on budget.

 

Startup Organization/Senior Project Control Engineer

·   Developed & Implemented a spreadsheet (Lotus) that tracked progress on the testing of 32,000 plant components, also had to integrate this with the Master Baseline Schedule (P2).  Utilizing production, schedule, and regulatory requirements, various reporting mediums were used to provide a comprehensive management report that was used for identification and resolution of restraints to completion.  Additionally, cost analysis (freelance) was done on a periodic basis for all re-projections and changes to the manpower requirements.

·   Created schedule for punch list items to bring plant reactor to critical mass for online use.  Also estimated number of craft required to complete task to allow for gradual layoff of 1,500 construction craft along with 800 support personnel.  Attended two daily meetings with plant VP and managers to report/ defend reasons for number of craft still employed by Modifications.

Senior Level III Electrical Estimator Project Controls Organization

·   Worked with engineers to develop electrical estimates (Lotus) for a Multibillion $ construction of an Air Force Base.  Additional requirements were Quality Assurance of drawings, check for constructability.  The scope of work as a level III Estimator was to manage the lower level estimators in their daily assigned duties along with reporting to upper management of any potential problem areas encountered.  Managed a staff of 12 onsite & inter-office lower level estimators.  All of the project estimates were DOE & DOD construction that ranged from Multibillion $ down to $100,000 contracts.  The estimating tools used were Saylor, Means, Richardson’s, & California Institute of Estimating.  These estimates were from conceptual to final or as built types.
